can't establish connection

This controller can't establish connection with receptor, when i put batteries (rechargeables or disposables) and turn it on, frontal leds only flash 1 time quickly and does´t work.
I was try to connect receptor in PS2 slot 1 or 2 with same results.
Other wireless controller (from TD. black with 4 aaa batteries) works great, but this doesn't.
It could be because only 3 AAA batteries, need more power?
Package doesn't have manual or instructions.
i hope you could tell me instructions to make it work.
